Gov. Hickenlooper Signs Bill Supporting Youth Corps and Forest Restoration

Bill Promotes Jobs, Training, and Education for Colorado’s Young People

April 3, 2012, Denver, Colo. – Gov. John Hickenlooper signed into law a bill (CO HB 12-1032) that extends existing forest restoration programs for five years. The bill encourages local wildfire protection groups to contract with accredited Colorado youth corps to provide labor for these projects. Colorado youth corps have been involved in 30 of the 68 total projects that have been funded thus far.

Forest restoration projects include fuels mitigation work for wildfire, removal of beetle kill trees, and replanting in burned areas. The objective of the program is to protect water supplies, wildlife habitat, homes and communities, and infrastructure from the damaging effects of wildfire. Community wildfire protection planning is an important component. Sponsored by State Rep. Millie Hamner (District 56) and State Sen. Jeanne Nicholson (District 16), the bill received bipartisan support from Colorado’s legislators.  Gov. Hickenlooper signed it along with several other bills on March 24.

“We are grateful to the legislators and the governor for supporting forest restoration jobs for young people,” said Jennifer Freeman, executive director of Colorado Youth Corps Association. “Utilizing youth corps members to preserve and protect our forests is good for everyone, especially the young people who gain marketable job skills, experience, and education opportunities while doing meaningful work.”

Youth corps teaches job readiness and leadership skills with the goal of preparing young citizens to be productive and ready for the work force.  It also gives young people important time in the outdoors and educates them about a range of stewardship issues, including water conservation, land use, fire danger and the impact of invasive species. While in the corps, members can receive high school or college credits or prepare to take their GED. They are also eligible to receive AmeriCorps education awards for college, trade school or student loans. Corpsmembers also earn a full-time wage.

The bill provides job opportunities for a segment of the population with high unemployment. The national unemployment rate for 16-to-24 year olds is currently 25 percent.
